WHO IS THE HOLY SPIRIT?

The Holy Spirit, also known as The Holy Ghost, is not a thing, but a person (A Divine person in the Godhead). As a person, He 

Basically, according to Scripture, The Holy Spirit manifest in diverse forms (fire, wind, water, oil, dove..etc.), but the bedrock truth remains; HE IS GOD! He is in the same position as The Father and as The Son (Matthew 28:19, Acts 5:3-4)

HOW HE IS GOD?

There are many proofs in the scriptures that attest to the claims the Holy Spirit is God, He has the following attributes:

1. He is eternal, as only God is eternal (Hebrews 9:14) 
2. He is omniscient, as only God is omniscient (1 Cor. 2:10)
3. He is omnipotent, as only God is omnipotent (Luke 1:35) 
4. He is omnipresent, as only God is Omnipresent (psalm 139:7-8) 

Remember; Jesus' Ultimate assignment was to Reconcile us unto God and bring the Holy Spirit back into us.
